Technical passport of a building

Technical passport of a building is a document, which includes the technical characteristics of the building, operating instructions, repair and reflects all construction and installation work performed after the building was put into operation (§5, item 64 of the ZUT).

THE MAIN TYPES OF CONSTRUCTIONS, WHICH NEED A TECHNICAL PASSPORT:

  • Technical passport of newly constructed buildings from the first to the fifth category - during construction;
  • Already built buildings from the first to the fifth category - a survey of the construction is carried out;
  • Technical passport of commercial establishments (shops, establishments, Beauty salons, medical and dental practices, kindergartens, offices etc.) – during construction or by surveying the construction;
  • Technical passport of industrial sites (workshops, workshops, services, warehouses) – during construction or by surveying the construction;
  • Technical passport of linear objects (external plumbing connections; external el. cables; substation; heat pipes, etc.) – during construction or by surveying the construction;

Technical passport of a building is a document, which includes the technical characteristics of the building, operating instructions, repair and reflects all construction and installation work performed after the building was put into operation (§5, item 64 of the ZUT).

S Order N 5 of MRRB, the procedure for drawing up and registering the technical passports of the constructions is regulated. Such a document is not made only for buildings, which are complementary developments, illegal or such, which do not have urban planning status. The technical passport contains construction data, for its main characteristics, maintenance measures, deadlines for carrying out repairs, as well as directions and instructions for safe operation. The technical passport is drawn up by a consultant for constructions of the first to fourth category or by a technical manager for constructions of the fifth category. This is valid, however, for new constructions, while for existing buildings things are rather more complicated. For them, the technical passport is drawn up after an inspection of the building.

The owners of the building, at their expense, outsource to consulting firms, which have in their composition persons with acquired full planning legal capacity to carry out the necessary survey and draw up the technical passport of the building. The survey is done on the basis of projects. If the building does not have any, a complete capture is made. Unfortunately, the plans of most old buildings are not preserved, since they were built by companies during the time of socialism, which have long since ceased to exist. Due to the lack of these projects, a comprehensive survey of the buildings must be prepared. This practically means making a new set of projects, to prove the serviceability of our old panels.

The technical passports of the buildings and facilities are drawn up in two copies, one for the owner and one for the municipal administration according to the location of the building. For its part, the municipality creates and maintains a register of imported technical passports, where their originals are stored on paper and magnetic media. A certified copy of the passport is also provided to the Geodesy Agency, cartography and cadastre.

The deadline for providing the technical passport according to Ordinance N 5 of MRRD - as follows:
  1. for buildings first (residential buildings cultural monument of world or national importance;), second(residential buildings cultural monument of local importance) and third (high-rise residential buildings - above 5 floor or above 15 m. on the cornice elevation, eaves or eaves) category - to 31 December 2015 Mr.
  2. for buildings of the fourth category - up to 31 December 2017 Mr. (medium-sized residential buildings - from 3 to 5 floor or from 10 to 15 m. on the cornice elevation, eaves or eaves);
  3. for fifth category buildings - up to 31 December 2019 Mr. (low-rise residential buildings - up to 3 floor or to 10 m. on the cornice elevation, eaves or eaves)

It is clearly spelled out in the Condominium Management Act, that the measures and instructions in the technical passport are mandatory for the owners of the independent objects.

Within three months from the issuance of the technical passport, the general meeting of the owners or of the association adopts decisions on the implementation of the prescribed measures and instructions. They also determine the amount of the necessary funds, their distribution among the owners and the term for their collection.

All changes in construction characteristics are reflected in the technical passport, occurred during upgrade, addition, recovery, renewal, reconstruction or repair.
The fact should also be noted, that if a technical passport of the buildings is not made within the terms regulated by law, the mayor of the municipality is obliged to order its preparation, at the expense of the building's owners.

What is the technical passport?

It starts with a registration number. For buildings and independent objects in buildings, in the presence of an approved cadastral map, it matches the real estate identifier from the cadastre. Thus, the number can be consulted after the introduction of the unified information system for the object. This information will be paid for services outside the cadastre and available to notaries, bank employees when granting credit and others, while complying with the requirements for the protection of personal data.

What documents are needed to draw up a Technical Passport of an existing building?
  1. Project documentation of the building;
  2. Building permit;
  3. Act arr.15;
  4. Certificate from the cadastre;
  5. Permission to use;
  6. Ownership documents - notary deed and current sketch;
  7. Documents of the object's owner / certificate from the Registration Agency, if the owner is a legal entity/;
  8. Documents changes after permission to use;
  9. Invoices for the latter 3 years for electricity consumption, cold and hot water, CHP and gas supply;
  10. Certificates from an accredited control body for electrical control measurements: impedance and lightning protection of the building.
